The last minute offer was made to the drivers’ union, the ITF affiliated Unite, by Hoyer UK and Suckling Transport, who are contracted to distribute Shell supplies. It followed four days of peaceful industrial action in the UK, with more planned.

John Hutton, business secretary, fears the strike could prompt much more widespread fuel shortages than those caused by the strike at the Grangemouth oil refinery in April, and has ordered officials to draw up contingency plans. Industry executives believe these fears are well founded.

In the latest show of distress with fuel prices, Spanish truckers on Monday began a blockade of their country's border with France, lining up their rigs and slowing them to a crawl to protest the cost of fuel. The strike blocked the highway in both directions in southwestern France.

Independent truckers in California's San Joaquin Valley shut down their rigs on Friday, May 2nd declaring an open-ended strike. At $4.80 a gallon, sky-rocketing diesel prices top the list of grievances. As their main demand, drivers insist on doubling the rates paid for hauling a container. The second biggest demand is a fuel surcharge of upwards of 55%.

There have been three major types of protests: filtered barrages on motorways; blockades of motorways and rolling barrages. The strike action is planned to last five days and is likely to seriously affect the 70% of Italian freight that is moved by road. According to La Stampa the strike will cost up to €5bn although the FAI union estimate is €2bn.

A second strike in the dispute at the Tesco distribution depot at Livingston near Edinburgh over changes to job contracts and union representation has been suspended after management offered to open talks with the T&G section of Unite - the union.

The Transport and General Workers' Union (T&G) say 150 drivers are to join the 24-hour strike next Tuesday. Tesco have strongly denied claims that drivers based in Livingston had been threatened with job losses if they did not sign a new contract. A Tesco spokesman has accused the union of "following their own agenda".

Tony Trench, T&G section of Unite regional industrial organiser, said in spite of the 'Fort Wapping' style security clampdown it was clear all was not well.
